The site design creates a municipal campus clearly identifiable as the seat of civic life for the City of Murphy. City Hall occupies the most visually prominent location of the site, and is closely linked to the adjacent Police and Courts Building. The Fire Station occupies an area of the site having direct access to Murphy Road, yet still respects a green landscape buffer along the street edge.
A pond is subtly graded into the foreground of the site, announcing the main vehicular entrance to the campus, and anchoring the major public open space. This open space serves as a setting for the buildings. The public open space also features links to a pedestrian trail system, located along the eastern edge of the site. A large fountain, on axis with the lobby of City Hall, emphasizes and animates the pond.
The overall landscape image of the campus is a pastoral one, characterized by smooth, gradual grading, sweeping expanses of lawn and drifts of native and well adapted shade trees. The landscape treatment of courtyards and other areas close to the buildings is developed with more detail, and features shrubs, ground covers, perennials and seasonal color plantings, in addition to the lawn and trees.
